I agree! I think we (especially drivers) are so overstimulated that we miss basic things. If someone is texting, singing along to their favorite song, and smoking a cigarette while downshifting, who really expects them to have the time to read a street sign or think about traffic laws? bah. As for body language and signs in interpersonal interaction... well... I think it's a tricky combination of most of us not knowing how to say what we think, as well as listening to what the other party is saying-without-saying-it. But I like your openness approach, and I think that reaching out to others is something that is valued less and less, as we become disconnected from one another, even in the most intimate settings. Ever talk to a stranger on the bus? Who would, when they have an iPod, or a phone to pretend to text on?
