Parent vs the school system

I really hate having to argue and fight against the school. Since Austin has been in the special education preschool at the elementary school he's made some major accomplishments. He's talking, reading, counting and even trying to write a little bit. He's a very smart child like many other autistic kids. Unfortunately the school wants to uproot him and possibly reverse a lot of the progress we've made. I'm not against teaching him about change. They want to change his teacher, his school that he's familiar with, his therapists, the familiar faces from the lunch room and the aides. Its not even like there is a transition period. They want to have him end the year at the school he's in, have the summer off and than boom a different school and a different situation all together. On top of all that having to deal with a new school, a new principal, and them trying to get used to Austin. He's a great kid but he has a massive anxiety attack over everything different. Just changing the transportation for him to go to school caused weeks of fits, tears and tantrums until I understood he was really scared. His teacher this year put in the request for him to stay at the school he's in. That all the change won't be good for him but the director doesn't care, she wants them to go to their attendence school. Which is just the school where we live closest. See we're all in the county but they split the elementary and middle schools up, than they all go to the same high school. The best special education classes are at the main elementary school, that's where he's used to going. They want to send him to one of the smaller local elementary schools where there are less people that understand my child. I know they have thousands of kids every year. My job is to make sure my child gets the best education he can. Not having school in the summer causes him to regress if I don't diligently work with him every day to keep him talking, keeping him potty trained and keep him reading. If I don't stay on top of him he'll just stop doing everything. We had it happen last summer in the beginning and than I started working with him every day. So I'm kind of pissed that with all the information they have, all the knowledge about autism that they'll still put my child through that. Makes me want to scream. I just hope I don't have issues with his IEP with his new teacher no matter where she is. I've heard horror stories of other schools. I'm hoping it doesn't happen like that here.
