Yeah, as Giggle says, the idea is to say it to overweight relatives! The article is actually quite specific. As a woman, you're okay if your waist is 31.5 inches or under - but if it exceeds that then the relatives should be descending upon you en masse to inform you of your terrible obesity! ;D
